Cllr Steve Galloway, Lib Dem Leader of City of York Council, has welcomed a proposal put forward by Officers that a sustainable design be selected for a new Managed Business centre on Council land at Amy Johnson Way on Clifton Moor.
This proposal, if accepted by Councillors at the meeting of the Leader and Advisory Panel on Monday 20th March, would mark another step forward towards meeting the Liberal Democrats aim of incorporating sustainability into Council buildings.
The design has been put forward by the Helmsley Group. Commenting, Cllr Steve Galloway said "The Lib Dems have been determined to incorporate sustainability into the design of new Council buildings. This new proposal follows on from our determination to deliver the ecoDepot.
"I am pleased to see that once again an economically viable design can incorporate energy and water saving features. I believe that a flagship building would be really attractive to those wanting to start new buildings, and could really add something to the new projects.
"The design recommended by officers would produce lower carbon emissions than conventional buildings of its size. "
The new Managed Business Centre at Clifton Moor is designed to replace the Parkside and Fishergate Centres. The new centre would be geared towards encouraging the development of small businesses and job creation in York, in particular helping young people aged 18-30 and those who are just starting out in business.
The building, when it is built, will be managed by York, Selby and Malton Business Advice Centres Ltd (YSMBAC), which has been established by the Council and partners as the formal provider of business advice services in York. YSMBAC would take space in the building, and therefore be on hand to assist those starting out in the new building.

Features of the design as submitted by the Helmsley Group include:
Triangular in design with a central atrium for exhibition space, the building features many sustainable and innovative energy-saving features such as;
· Ground source heat pumps which provide a free sustainable heat source with relatively small energy input.
· Solar hot water with collector panels fitted to the south-facing wall at roof level, providing 100% and 40% of hot water energy requirement in Summer and Winter respectively providing lower energy use and costs.
· Wind turbines installed at roof level providing free, sustainable energy for landlord and common areas of the building giving lower overall energy use with offset of energy sold back to the grid.
· Heat reclaim on extract fans which would be installed on all extracts for exchange to warm the incoming air, giving reduced heating demand and lower costs of energy use.
· Lighting controls linked to daylight and occupation which turn lighting on only when it is needed and result in lower energy use and costs.
· Controlled taps and low flush demand toilets using spray or concussive taps, resulting in reduced water demand and lower metered use and cost.
· Rainwater capture which collects rainwater for holding in tanks, making it available for landscaped area.
· Green tariff energy supplier resulting in reduced carbon impact which takes an ethical stance with a buy-back of site surplus energy.
