The Budget 2011/2012

Council tax frozen:

-York already has the lowest charge for Council services in Yorkshire and the freeze will mean York residents continue to get excellent value for money.

-The freeze has also been made possible thanks to savings made by the Lib Dem Council through an ambitious efficiency programme called More for York. More for York has helped the Council save millions of pounds by renegotiating contracts, introducing new ways of working and being more efficient.

Money Saved:

- Progressing with plans for Headquarters to save £17 million in running costs and creating jobs in construction in the meantime.

- Efficiency Programme, More for York wil deliver £9million of savings in 2011/12.

Recycling Rates Up:

-Recycling has been a key objective of the Liberal Democrat administration and now we are close to delivering our commitment for recycling collections to all parts of the city with rural properties joining city centre terraces and flats in recently receiving the service.

-The amount of waste collected per households continues to fall demonstrating the success of waste minimisation campaigns, and the budget proposals for next year include a commitment to stretch performance with recycling even higher.

Pools, Libraries, Entertainment and the sports village:

-Three publicly accessible swimming pools will be completed with the Sports Village Pool, the Energise pool has been running very successfully for a year, and the investment in the Yearsley Pool will allow years of use in that pool.

-It is regrettable that Labour now feel that this will lead to a surplus of requirement with pool provision in the city, and the uncertainty that they have created over the Yearsley Pool.

- The administration has invested in libraries to develop the ground breaking "Explore‟ model which has transformed the buildings and dramatically increased the numbers of people using them. At the same time the council has developed a partnership with Aviva which saw them invest half of the £600k refit costs for York Library to become York Explore.

-The Lib Dem administration has been clear that reducing the numbers of libraries in the city has not been an option for this budget process, yet one group did introduce this in the run up to the budget process.

-The Barbican Centre will be re-opened in 2011, after a successful agreement with SMG to open it as an entertainment venue.

Young People and Education:

-2 new primary schools

- Adults Children and Education Services will maintain a budget of £13.4 million

-Retaining child and youth centres

-£175 million in all services for Young People including delegated budgets to schools

The Elderly and the Vulnerable:

- Adult Social Care budget of £67.1 million

- Services for Disabled people will receive £22.9 million

-£1.25 million for Telecare to help elderly residents to stay in their own homes

Investment in Council Housing and Flood Defences:

-Work on repairing the riverbanks has already got underway having been neglected in previous decades.

-With additional responsibilities the council will spend an additional £85k on the preparation of a Local Flood Risk Management Strategy.

Crime Down:

-Crime has fallen in York year on year, and we want to keep it this way.

-There will be more police officers and PCSOs based in the communities of York with the announced restructure and we will work with the. Police to make this work for the residents of the city. Ensuring that there is a continued highly visible police presence, and a response to requests for assistance, are two key priorities.

-The council will continue to provide the Target Hardening budget which has been used around the city to prevent crime.
