Liberal Democrat Executive Members & Spokespeople

In May the Liberal Democrats entered a joint administration with the Conservatives. The Lib Dems have 4 members of the new Executive and have selected 4 spokespeople to shadow the Conservative Executive members.

Keith AspdenCllr Keith Aspden - Deputy Leader of City of York Council and Executive Member for Economic Development & Community Engagement

Keith took over as Lib Dem Group Leader in 2013 and after the successful 2015 local elections became Deputy Leader of City of York Council.

His portfolio covers: Electoral Services, Legal Services and Information Management, Civic and Democratic Services (inc. Scrutiny), Communications and Media, Community Engagement, Ward Committees, Parish Council liaison, Play Policy, Youth Support Services, Economic Development and Regeneration, Business and Skills Development and Apprenticeships. Keith is also jointly in charge of Regional Matters and producing a new Local Plan for York.

Councillor Nigel AyreCllr Nigel Ayre - Executive Member for Culture, Leisure and Tourism

Nigel is responsible for a number of key projects as the Executive Member for Culture, Leisure and Tourism, including delivering the new Community Stadium in Huntington.

His portfolio covers: Leisure and Sport (including Community Stadium), Tourism, Arts, Culture and Heritage, Lifelong Learning, Parks Trading Standards, Licensing and Bereavement, Registrar, Animal Welfare, Volunteering, Equalities and Inclusion and Diversity Peer Review.

Carol Runciman ()Cllr Carol Runciman - Executive Member Adult Social Care and Health

As Executive Member for Adult Social Care and Health, Carol's key focus will be delivering new care beds for elderly residents and ensuring a more patient-centred approach.

Her portfolio covers: Public Health, Domestic Violence, Services for carers, Adult Safeguarding, Assessment and Personalisation, Older People, Mental Health and Respite, Financial Inclusion.

Cllr Andrew Waller ()Cllr Andrew Waller - Executive Member for Environment

As Executive Member for the Environment, Andrew will take charge of plans to reverse the decline in recycling seem under the last Labour administration.

His portfolio covers: Environmental Health and Food Hygiene, Health and Safety (internal and external), Flood Protection, Smarter York / York Pride, Waste Management, Street Environment, Environment Strategy, Air Quality, Street based delivery services and Community Centres.

Sue is the Lib Dem spokesperson for Housing and Safer Communities. A key focus for Sue will be representing the views of council tenants across York.

Her spokesperson role covers: Alcohol and Drugs Action, Housing Fraud, Safer Neighbourhoods, Police liaison, Anti-Social Behaviour, Licensing Enforcement and Licensing Policy (in conjunction with Chair of Licensing), Youth Offending, Community Cohesion and Prevent.
